Oil Palm Cultivation | ఆయిల్‌ పామ్‌ సాగుతో మంచి లాభాలు వస్తుండడంతో రంగారెడ్డి జిల్లా రైతాంగం ఆ దిశగా ఆసక్తి చూపుతున్నది. సంప్రదాయ పంటలకు స్వస్తి పలికి, అధిక రాబడిని తెచ్చే పంటలు పండించడంపై దృష్టి సారిస్తున్నారు.

Oil Palm Cultivation | ఆయిల్‌ పామ్‌ సాగుతో మంచి లాభాలు వస్తుండడంతో రంగారెడ్డి జిల్లా రైతాంగం ఆ దిశగా ఆసక్తి చూపుతున్నది. సంప్రదాయ పంటలకు స్వస్తి పలికి, అధిక రాబడిని తెచ్చే పంటలు పండించడంపై దృష్టి సారిస్తున్నారు. ఆయిల్‌పామ్‌ సాగు కోసం ఒక్కసారి పెట్టుబడి పెట్టి.. కేవలం మూడేండ్లు శ్రమిస్తే.. 30 ఏండ్లపాటు ఆదాయం వచ్చే అవకాశం ఉండడంతో ఉద్యానవన శాఖ సైతం రైతులను ప్రోత్సహిస్తున్నది. జిల్లాలో ఈ ఏడాది 5వేల ఎకరాల్లో ఆయిల్‌పామ్‌ సాగును చేపట్టాలని అధికారులు లక్ష్యంగా పెట్టుకున్నారు. ఇప్పటివరకు 75 ఎకరాల్లో తోటలు సాగవుతుండగా, మరో 250 ఎకరాల్లో త్వరలో సాగు మొదలుకానున్నది.

ఆసక్తిగల రైతుల నుంచి దరఖాస్తులను స్వీకరించి క్షేత్రస్థాయి సర్వే అనంతరం మంజూరు చేస్తున్నారు. మొక్కలను ఉచితంగా అందజేయడంతోపాటు రాయితీపై డ్రిప్‌లు కూడా అందించి తోటల సాగుకు జిల్లా రైతాంగం ముందుకొచ్చేలా అవగాహన కల్పిస్తున్నారు. 2023-24 సంవత్సరంలో జిల్లా పరిధిలో 5వేల ఎకరాల్లో ఆయిల్‌ పామ్‌ సాగును చేపట్టాలని కార్యాచరణను రూపొందించారు. ఆయిల్‌ పామ్‌ విస్తరణ, నర్సరీల నిర్వహణ, గెలల ప్రాసెసింగ్‌ బాధ్యతలను వాల్యూ ఆయిల్‌ పామ్‌ కంపెనీ చూసుకోనుంది.

రైతులకు ఉచితంగా మొక్కలను పంపిణీ చేయడంతోపాటు, పండించిన పంటలను సైతం ఈ సంస్థనే కొనుగోలు చేసి ప్రాసెసింగ్‌కు పంపనున్నది.ప్రస్తుతం మార్కెట్‌లో క్వింటాల్‌ ఆయిల్‌ పామ్‌ కాయలకు టన్నుకు రూ.15వేల నుంచి రూ.20 వేల వరకు ధర ఉంది. ఈ లెక్కన ఖర్చులు పోను ఎకరాకు రూ.1.20లక్షల ఆదాయం వస్తుందని అధికారులు చెబుతున్నారు.

రంగారెడ్డి, డిసెంబర్‌ 13 (నమస్తే తెలంగాణ): ‘ఆయిల్‌ పామ్‌ సాగుపై జిల్లా రైతాంగం ఆసక్తి చూపుతున్నది. సంప్రదాయ పంటలకు స్వస్తి పలికి, లాభాలు తెచ్చే పంటలు పండించడంపై దృష్టి సారిస్తున్నారు. మూడేండ్లు శ్రమిస్తే 30 ఏండ్లపాటు ఆదాయాన్నిచ్చే ఆయిల్‌పామ్‌ సాగు వైపు ఉద్యానవన శాఖ సైతం రైతులను మళ్లిస్తున్నది. పెట్టుబడి తక్కువ.. రాబడి ఎక్కువగా ఉండడం.. ప్రభుత్వం అన్ని రకాలుగా ప్రోత్సాహకాలు అందిస్తుండడంతో రైతులు ఉత్సాహం చూపుతున్నారు. రంగారెడ్డి జిల్లాలో ఈ ఏడాది 5వేల ఎకరాల్లో ఆయిల్‌పామ్‌ సాగును చేపట్టాల ని ఉద్యానవన శాఖ లక్ష్యంగా పెట్టుకున్నది. ఇప్పటివరకు 75 ఎకరాల్లో తోటలు సాగవుతున్నా యి. మరో 250 ఎకరాల్లో సాగు మొదలుకానున్నది. ఆసక్తి ఉన్న రైతుల నుంచి దరఖాస్తులను స్వీకరించి క్షేత్రస్థాయి సర్వే అనంతరం మంజూ రు కల్పిస్తున్నట్లు అధికారులు చెబుతున్నారు.

వాల్యూ ఆయిల్‌ కంపెనీకి బాధ్యతలు

మారుతున్న పరిస్థితులు, మార్కెట్‌ డిమాండ్‌కు అనుగుణంగా పంటలను సాగు చేయాలని ప్రభు త్వం సంకల్పిస్తున్నది. ఈ తరుణంలో మార్కెట్‌లో పెరుగుతున్న ఆయిల్‌ ధరలతో పాటు వినియోగం పెరిగిన కారణంగా విదేశాల నుంచి ఇబ్బడిముబ్బడిగా జరుగుతున్న దిగుమతులను అరికట్టడానికి రైతులను ఆయిల్‌ పామ్‌ తోటల సాగు వైపు మళ్లిస్తున్నది. ఇందుకోసం మొక్కలను ఉచితంగా అందజేయడంతోపాటు రాయితీలు కూడా కల్పించి తోటల సాగుకు జిల్లా రైతాంగం ముందుకొచ్చేలా చైతన్యపరుస్తున్నది.

2023-24 సంవత్సరంలో రంగారెడ్డి జిల్లా పరిధిలో 5వేల ఎకరాల్లో ఆయిల్‌ పామ్‌ సాగును చేపట్టాలని కార్యాచరణను రూపొందించింది. ఆయిల్‌ పామ్‌ విస్తరణ, నర్సరీల నిర్వహణ, గెలల ప్రాసెసింగ్‌ బాధ్యతలను వాల్యూ ఆయిల్‌ పామ్‌ కంపెనీ చూసుకోనున్నది. రైతులకు ఉచితంగా మొక్కలను పంపిణీ చేయడంతోపాటు, పండించిన పంటలను సైతం ఈ సంస్థనే కొనుగోలు చేసి ప్రాసెసింగ్‌కు పంపనున్నది.

ఎకరాకు రూ.1.20 లక్షల ఆదాయం!

నీరు సమృద్ధిగా ఉన్న సారవంతమైన నేలలో ఆయిల్‌ పామ్స్‌ సాగు చేస్తే నాలుగేండ్ల నుంచి 30 ఏండ్ల వరకు నిరంతర ఆదాయం పొందవచ్చు. నాలుగేండ్ల తర్వాత దిగుబడులు మొదలవుతాయి. ప్రస్తుతం మార్కెట్‌లో క్వింటాల్‌ ఆయిల్‌ పామ్‌ కాయలకు టన్నుకు రూ.15వేల నుంచి రూ.20 వేల వరకు ధర ఉంది. ఈ లెక్కన ఖర్చులు పోనూ ఎకరాకు రూ.1.20లక్షల ఆదాయం వస్తుందని అధికారులు చెబుతున్నారు. డ్రిప్‌ ద్వారా మొక్కలు ఎండిపోకుండా నీరు సమృద్ధిగా అందిస్తే దిగుబడులు మరింతగా వస్తాయంటున్నారు.

మొదటి సంవత్సరం కొంత పెట్టుబడి కాగా.. రెండో సంవత్సరం నుంచి కాత వచ్చే వరకు పెద్దగా పెట్టుబడి అవసరం ఉండదు. మూడేండ్ల వరకు మొక్కల మధ్య మొక్క జొన్న, మిరప, పూలు, పెసలు, మినుములు, నువ్వులు, కూరగాయలను అంతరపంటగానూ సాగు చేసుకోవచ్చు. అకాల వర్షాలు, గాలి బీభత్సం వచ్చినా తోటలకు నష్టం ఉండదని, పశువులు, కోతులు కూడా పంటలను నష్టపర్చలేవని అధికారులు చెబుతున్నారు.

రైతుల నుంచి దరఖాస్తులు స్వీకరిస్తున్నాం

జిల్లా రైతులు ఆయిల్‌ పామ్‌ వైపు దృష్టిసారించాలి. ఈ పంట సాగు చేసే రైతులకు ప్రభుత్వం భారీగా ప్రోత్సాహకాలు అందిస్తున్నది. ఈ పంట మన ప్రాంతానికి కొత్త అయినప్పటికీ.. ఇక్కడి వాతావరణం, భూములు అనుకూలంగా ఉన్నాయి. మొక్కలు నాటడం, సస్యరక్షణ చర్యలు, పంటల విక్రయాల వరకు ఉద్యాన శాఖ అండగా ఉంటుంది. రైతుల నుంచి దరఖాస్తులను స్వీకరించి ఎప్పటికప్పుడు మంజూరు ఇస్తున్నాం. ఆసక్తి ఉన్న రైతులు ఉద్యాన అధికారులకు దరఖాస్తు చేసుకోవాలి.

రాయితీ ప్రోత్సాహకాలు

ఆయిల్‌ పామ్‌ సాగును పెంచేందుకు రాష్ట్ర ప్రభుత్వం రైతులకు ప్రోత్సాహకాలు అందిస్తున్నది. ఎకరాకు 50 నుంచి 57 మొక్కలు అవసరం ఉండగా ప్రస్తుతం వాటిని పూర్తి ఉచితంగా అందజేస్తున్నది. డ్రిప్‌ సిస్టమ్‌ కోసం బీసీలకు 90 శాతం సబ్సిడీ, ఎస్సీ, ఎస్టీలకు 100 శాతం సబ్సిడీ ఇస్తున్నది. పన్నెండున్నర ఎకరాల వరకు రైతులు ప్రభుత్వం నుంచి రాయితీలు పొందే అవకాశం ఉంది. పంట ఎదుగుదల కాలంలోనూ కొంత నగదును ప్రభుత్వం ప్రోత్సాహకంగా అందిస్తున్నది.

రైతులకు సంప్రదాయ పంటలతో పెద్దగా ఆర్థిక లబ్ధి చేకూరడం లేదు.

దీంతో మార్కెట్‌లో డిమాండ్‌ ఉన్న పంటల వైపు రైతులను మళ్లించేందుకు ప్రభుత్వం ప్రయత్నాలు చేస్తోంది. ఇందుకోసం అవసరమైన పెట్టుబడి సాయాన్ని రైతులకు అందజేస్తోంది. ఆయిల్‌ పామ్‌ సాగుకు కేంద్ర, రాష్ట్ర ప్రభుత్వాలు వివిధ రకాల సబ్సిడీలు ఇస్తున్నాయి. మొక్కల అందజేత నుంచి ఎరువులు, డ్రిప్పు పరికరాలు, అంతర పంటల సాగు తదితర వాటికి ప్రభుత్వం ప్రోత్సహకాలు ఇస్తోంది. ఎస్సీ, ఎస్టీ రైతులకు వందశాతం, బీసీ రైతులకు 90 శాతం, ఇతర వర్గాల రైతులకు 80శాతం చొప్పున రాయితీ సదుపాయాలను ప్రభుత్వం కల్పిస్తోంది. నాటిన ఐదో ఏట నుంచి 25ఏళ్ల వరకూ రైతులకు ఆయిల్‌ పామ్‌ తోటల ఫలసాయం అందుతుంది!

(ఆంధ్రజ్యోతి, రంగారెడ్డి అర్బన్‌, జూలై 25): దేశంలో వంట నూనెల వినియోగం ఎక్కువ. ఇందుకు విదేశాల నుంచి పామాయిల్‌ గింజలను దిగుమతి చేసుకుంటున్నాం. ఈ నేపథ్యంలో ఆయిల్‌ పామ్‌ సాగుకు రైతులను ప్రోత్సాహానికి రాష్ట్ర ప్రభుత్వం చర్యలు తీసుకుంటోంది. ఆయిల్‌ పామ్‌ సాగుతో విదేశాలకు ఎగుమతి చేసి మలేషియా, ఇండోనేషియా దేశాలు ఆర్థిక అభివృద్ధి సాధించాయి. అదే విధంగా తెలంగాణ రైతులు కూడా లాభపడాలని సీఎం కేసీఆర్‌ అయిల్‌ పామ్‌సాగును ప్రొత్సహిస్తున్నారు.ఈ ఏడాది 1.93లక్షల ఎకరాల్లో రంగారెడ్డి, మేడ్కల్‌, వికారాబాద్‌, సంగారెడ్డి, మెదక్‌ జిల్లాల్లో ఆయిల్‌ పామ్‌ సాగు లక్ష్యంగాపెట్టుకున్నారు.ఈ జిల్లాల్లో పంటకు అనువైన నేలులున్నాయి. ఈ ఐదు జిల్లాల్లో 5 ఆయిల్‌ పామ్‌ కంపెనీల ద్వారా ఆయిల్‌ పామ్‌ విస్తరణ, నర్సరీల నిర్వహణ, గెలల ప్రాసెసింగ్‌కు ఫ్యాక్టరీల ఏర్పాటుకు సన్నాహాలు చేస్తున్నారు. రంగారెడ్డి జిల్లా కలెక్టర్‌ హరీష్‌ ఆదేశాల మేరకు జిల్లాలో ఈ సారి 5,500 ఎకరాల్లో ఆయిల్‌ పామ్‌ సాగుకు ఉద్యానశాఖ అధికారులు రైతులకు అవగాహన కల్పిస్తున్నారు. కేంద్ర ప్రభుత్వ సబ్సిడీకి రాష్ట్ర ప్రభుత్వం కొంత కలిపి ఇవ్వాలని నిర్ణయి ంచింది. ఆయిల్‌ పామ్‌ సాగుకు కేంద్రం 60శాతం, రాష్ట్ర ప్రభుత్వం 40శాతం నిధులు కేటాయిస్తున్నాయి. రానున్న పదేళ్లలో పెరుగుతున్న డిమాండ్‌ను దృష్టిలో ఉంచుకొని ఆయిల్‌ పామ్‌ సాగును ప్రొత్సహిస్తున్నారు.

ఆయిల్‌ పామ్‌ తోటలతో ప్రయోజనాలు

ఆయిల్‌ పాం మొక్కలు నాటిన తర్వాత నాలుగో ఏడాది నుంచి కాపు మొదలై 30ఏళ్ల్ల పాటు ఆదాయం పొందవచ్చు. ఈ మొక్కల పెరిగే వరకు మొదటి మూడేళ్లు అంతర పంటలు సాగు చేసుకోవచ్చు. ఈ తోటకు తెగుళ్లు, చీడపీడల బెడద తక్కువ. తుఫాన్‌, వడగండ్ల వాన, ప్రకృతి వైపరీత్యాలను సైతం ఈ మొక్కలు సమర్థంగా తట్టుకుంటాయి. అలాగే అడవి పందులు, దొంగల బెడద ఉండదు. రవాణా, మార్కెటింగ్‌, ప్రాసెసి ంగ్‌ సౌకర్యాలు ప్రభుత్వం, ప్రైవేటు వ్యాపారులు కల్పిస్తున్నారు.

నాటిన ఐదేళ్ల తర్వాత దిగుబడి

ఆయిల్‌ పామ్‌ మొక్కలు నాటిన నాటి నుంచి ఐదో సంవత్సరం కల్లా గెలలు వేసి దిగుబడి వస్తుంది. ఒక ఎకరానికి 10-12టన్నుల గెలల దిగుబడి వస్తుంది. సగటున ఒక టన్ను గెలల ధర సుమారు రూ.10వేలు ఉంటుంది. దీని ద్వారా రైతుకు ఒక ఎకరానికి ఏటా రూ.1.25లక్షల చొప్పున ఆదాయం పొందవచ్చు. ఈ విధానంలో 5ఎకరాలున్న రైతు ఏటా రూ.6లక్షల నికరాదాయం పొందుతాడు. 5 ఎకరాలకు 20 సంవత్సరాల కాలంలో రైతులు రూ.1.2కోట్ల ఆదాయం పొందుతారు.

నాటే.. మొక్క వయస్సు

12 నుంచి 14 నెలల వయస్సు ఉండి, 1 నుంచి 1.2 మీటర్లు ఎత్తు, మొదలు 25సెంటీమీటర్ల మందం కలిగి ఉన్న మొక్కలను నాటాలి. మొక్క ఆరోగ్యంగా ఉండి 12 నుంచి 13 ఆకులు కలిగి ఉండాలి. భూమిని బాగా కలియదున్ని, అన్ని రకాలుగా దుక్కి తయారు చేసి ఐదారు రోజులు ఎండిన తరువాతే గుంతలు తీసి మొక్కలు నాటుకోవాలి.

ఆయిల్‌ పామ్‌లో అంతర పంటలు

ఆయిల్‌ పామ్‌లో అంతర పంటలుగా అరటి, బొప్పాయి, జామ, మల్బరి, మొక్కజొన్న, కూరగాయలు, వేరుశనగ, మినుము, పెసర, నువ్వులు, పొద్దుతిరుగుడు, కుసుమ, మిరప, పత్తి, వేసుకో వచ్చు. ఆయిల్‌పామ్‌ సాగులో మెలకువలు పాటిస్తూ సాగుచేస్తే మంచి దిగుబడి సాధిస్తారు. రైతులు పంటను నేరుగా జిల్లా అనుబంధ ఎంఎస్‌ వాల్యూ ఆయిల్‌ అండ్‌ గ్యాస్‌ ప్రైవేట్‌ కంపెనీ కొనుగోలు చేస్తుంది. ప్రభుత్వం నిర్ణయించిన ధర రైతులకు అందేలా చర్యలు తీసుకోనుంది.

తక్కుత నీటి వినియోగంతో…

ఆయిల్‌ పామ్‌ తోటలకు నీరు బాగానే అవసరం. వేసవిలోనూ నీరందించే బోరు బావుల కింద సాగు చేయడం మేలు. అయితే ఎకరం వరి సాగుకు అవసరమయ్యే నీటితో 3-4ఎకరాల్లో ఆయిల్‌ పామ్‌ సాగుచేసుకుకోవచ్చు. ఎకరానికి 50 నుంచి 57 మొక్కలు సమాంతర త్రిభుజాకార పద్ధతిలో నాటుకోవాలి.

సబ్సిడీ కోసం రైతులకు ఉండాల్సిన అర్హతలు

ఆయిల్‌ పామ్‌ తోటలకు అనువైన భూమి, పట్టాదారు పాస్‌పుస్తకం, బోరు/బావి కరెంట్‌ కనెక్షన్‌ ఉన్న ప్రతీ రైతు ఆయిల్‌ పామ్‌ సబ్సిడీకి అర్హులు. రైతులు ఎన్ని ఎకరాల్లో అయినా ఆయిల్‌ పామ్‌ను సాగు చేసుకోవచ్చు. ఇందుకు రైతులకు అవసరమైనన్ని ఆయిల్‌ పామ్‌ మొక్కలను రాయితీపై ఇస్తారు. కానీ బిందు సేద్య(డ్రిపు) పరికరాలకు మాత్రం గరిష్టంగా 12.5ఎకరాల వరకు మాత్రమే రాయితీ ఉంటుంది.

ఆయిల్‌ పామ్‌ ఎకరానికి రాయితీ ఇలా..

ఎకరం అయిల్‌ పామ్‌ సాగుకు మొక్కలు, డ్రిప్‌, అంతర పంటల సాగు, ఎరువుల యాజమాన్యం కోసం ప్రభుత్వం రూ.50వేల సబ్సిడీ ఇస్తుంది. అయిల్‌ పామ్‌ మొక్కలకు రూ.11,600, బిందు సేద్యం కోసం రూ.22,518 రాయితీ కల్పించనున్నారు. మొదటి నాలుగేళ్ల వరకు ఎకరానికి అంతర పంటలల కోసం రూ.2100, ఆయిల్‌పామ్‌ తోట యాజమాన్యానికి ఎరువులకు రూ.2,100, మొత్తం ఏడాదికి రూ.4,200 చొప్పున రైతుల బ్యాంక్‌ ఖాతాకు ఆయిల్‌ పామ్‌ మొక్కలు నాటిన తర్వాత జమ చేస్తారు.

ఎస్సీ, ఎస్టీలకు పూర్తి రాయితీపై డ్రిప్పు పరికరాలు

ఆయిల్‌ పామ్‌ సాగు చేసే ఎస్సీ, ఎస్టీ రైతులకు బిందు సేద్యం పరికరాలను ప్రభుత్వం ఉచితంగా అందజేస్తోంది. బీసీలకు 90 శాతం, ఇతర రైతులకు 80 శాతం రాయితీతో ఈ పరికరాలు ఇస్తారు. 5 హెక్టార్ల వరకు డ్రిప్పు రాయితీ ఉంటుంది. చిన్న, సన్నకారు రైతులకు, దివ్యాంగులకు అధిక ప్రాధాన్యత ఇస్తున్నారు.

ఆయిల్‌ పామ్‌ సాగుకు ప్రభుత్వం ప్రోత్సాహకాన్ని అందిస్తోంది. ఈ పంట సాగు చేసుకుంటే పంట కాపునకు వచ్చిన తరువాత ఏటా ఆదాయం పొంద వచ్చు. జిల్లాలో ఆయిల్‌ పామ్‌ సాగుకు అనువైన నేలలున్నాయి. తక్కువ పెట్టుబడితో ఆయిల్‌ పామ్‌ దిగుబడితో రైతులు ఎక్కువ ఆర్థిక లబ్ధిపొందవచ్చు. ఆయిల్‌ పామ్‌ సాగు చేసుకు నే రైతులకు ప్రభుత్వం మొ క్కలు, ఎరువులు, డ్రిప్పుపై సబ్సిడీ ఇస్తుంది. ఆసక్తిగల రైతులు వెంటనే ఆయిల్‌ పామ్‌ సాగును చేపట్టాలి.

Oil Palm Cultivation: Smallholder Farmers Have The Potential To Grow In A Sustainable Way

India’s edible oil sector is strategically important. Because of the highest consumption and affordability due to the highest oil yield production per acre, palm oil and its derivatives become the most important. Palm oil alone accounts for more than 37% of India’s edible oil needs and 60% of its import basket.

Land-owning farmers brought over 4 lakh hectares of land under oil palm cultivation until the fiscal year 2020-21, with Andhra Pradesh & Telangana bringing more than 2 lakh hectares of land under oil palm cultivation through farmers.

Following a thorough review of the many issues encountered by farmers, the Government of India launched a sustainable mission-NMEO-OP in August 2021 to improve its growth towards big scale plantation to the extent of an additional 6.5 lakh hectares by 2025-26 through smallholders. Smallholder (SH) farmers and processors helped the governments of Telangana & Andhra Pradesh make oil palm production successful and sustainable over time.

Encouraging Report

A company (a leading manufacturer of specialty oils and fats that achieved global leadership by offering sustainable growth through expertise in diverse business areas) is committed to responsible palm oil sourcing worldwide, including from SH farmers, and they hired a third party to conduct field tests in 2017 in Andhra Pradesh & Telangana under Godrej Agrovet Limited (GAVL) factory zone, along with geospatial data.

More than 29,000 farmers across 28,000 hectares are covered by these two mills, which are sourced from farmers in Andhra Pradesh and Telangana. They provide raw materials for the production of crude palm oil. The test report was very encouraging indeed against following the Code of Practices (COP).

In Andhra Pradesh and Telangana, many oil palm developers and processors established COP for smallholders. This COP acts as a benchmark for determining if smallholder practices are compliant with a number of key problems related to sustainable palm production and the support they require to achieve their needs. This COP covers and affirms items such as established land rights and regulations, no deforestation, and no conversion of forests with high conservation values (HCV) and high carbon stocks (HCS).

During this field survey, it was also discovered that there is little evidence of farmers burning during the planting and replanting stages, that large areas of the landscape are dominated by agricultural land, and that forests, such as eucalyptus plantations, are scattered throughout the landscape in small fragments, and that some areas remain forested where there is elevation.

There was no child labor used, and the farmers’ identities are easily traced. This study looked at labor rights and working conditions, as well as what smallholders want and need for their livelihood. Oil palm has been proven to provide smallholders with a reliable and long-term source of income throughout the year.

In India, the government, in collaboration with oil palm processors, plays a key role in the palm oil sector by developing and implementing certain frameworks within which the various stakeholders operate, such as pricing of Fresh Fruit Bunches (FFB), subsidy, training and capacity building, farmers registration, active agronomic support, opening of bank accounts, financial assistance through banks, regulation of FFB supply, and farmers yield improvement, among other things.

Improving Standards of Living

Farmers have reaped significant benefits from oil palm production, as indicated by an increase in profits (which they receive every 15 days) when compared to a decade ago. This has surely enhanced the level of life of smallholders and farm laborer’s, who are now able to make successful future plans, such as saving for their children’s education, investing in house construction, and purchasing two-wheelers by farm laborer’s and smallholders, respectively.

Of course, meeting sustainable policy and responsible sourcing requirements poses certain obstacles for SH producers. The following are some of the areas where there is room for improvement:

• In terms of labor rights, minimum wages should be paid in accordance with the National Standard or an industry benchmark, whichever is greater and should be sufficient to meet basic necessities.
• A first-aid kit, drinking water, and bathrooms, among other things, should be present in the cultivation area, as well as Personal Protective Equipment (PPE) for workers.
• Workers should be given safety training on a regular basis.

India Aims To Increase Area Under Palm Oil Cultivation To 6.5 Lakh Hectares: PM Modi

Sangareddy: Appreciating Telangana’s massive plans on oil-palm cultivation, Prime Minister Narendra Modi said that the Centre will certainly extend support to Telangana in enhancing the oil palm cultivation in the State.

He said the union government was aiming to improve the area under palm oil cultivation in India by 6.5 lakh hectares in the coming few years as part of the Atma Nirman Bharat resolutions. He said all support will be extended to the oil palm farmers in the country with various initiatives.

Speaking at the launch of the 50th anniversary celebrations of ICRISAT, Modi said that the Centre was also going to develop the post-harvesting infrastructure in a big way in the coming days. He said an agriculture infrastructure fund of Rs 1 lakh crore will be available in the budget for this purpose.

“We wish to create an alert and potent market force out of small farmers by organising them into thousands of FPOs (farmer producers organisations)”, he said.

Telangana To Double Oil Palm Cultivation

Hyderabad: Telangana has doubled its efforts to cultivate oil palm in an ambitious 30 lakh acres over the next five years i.e. by 2025-26 as against the national target of 70 lakh acres. Owing to scope and advantages of oil palm crop, the State government is planning to promote the crop cultivation on a mission mode as part of crop diversification.

Palm oil consumption in Telangana is pegged at around 3.66 lakh tonnes against production of only 45,000 tonnes. To fill the gap, oil palm crop cultivation should be taken up in at least 2.5 lakh acres. Currently, around 54,000 acres are already under oil palm cultivation in the State with about 7,660 acres brought under cultivation during the current fiscal against 20,015 acres allocated by the Centre. The balance is expected to be covered by the end of March. The State government has approved an action plan to be implemented at a cost of Rs 60.27 crore, a Horticulture department official told Telangana Today.

Besides being one of the most remunerative crops, oil palm is considered one of the best alternatives to reduce the excess paddy cultivation in the State. As the gestation period of oil palm is 4 years, the farmers can take up cultivation of inter-crops like cotton, red gram, groundnut, vegetables, beans, black gram, green gram and others throughout the year. Further, the State Cabinet has already cleared a proposal in July this year to provide Rs 26,000 per acre as subsidy to oil palm farmers in the first year, Rs 5,000 per acre each in second and third years.

The measures taken by the State government including subsidy for oil palm cultivation will make it more remunerative than paddy and other crops. “Considering the huge gap between demand and supply in the country, it has huge potential,” a top official in the Horticulture department told Telangana Today.

The edible oil production in India stands at 8.97 MMT (million metric tonnes) in 2021 against consumption of 23.46 MMT. The deficit of 14.49 MMT of edible oil is being met through imports where palm oil accounts for around 58 per cent of total imports i.e. 8.45 MMT.

As against the target of 3 lakh acres set by the union government for Telangana over next five years, the State government has commenced efforts to take up the oil palm cultivation in about 12.35 lakh acres in 2022-23 alone. The State government successfully took up the oil palm cultivation on pilot basis in seven districts including Mahabubnagar, Nagarkurnool, Narayanapet, Jogulamba Gadwal, Wanaparthy, Mahabubabad and Mancherial districts. Around 1,860 acres were covered under this project during the year 2019-20 where the first harvest is expected in 2022-23.

The authorities have already allocated company-wise targets where 11 companies working under the aegis of Telangana State Co-operative Oilseeds Growers Federation Ltd (TS Oilfed) across 26 districts, were given the annual target of 5 lakh acres for 2022-23. Orders have been placed for 3.24 crore seed sprouts for establishing 23 nurseries in around 1,045 acres across 20 districts. So far, 54 lakh seed sprouts have been imported which is adequate to cover 83,000 acres and the remaining stocks are expected shortly.

HYDERABAD: Telangana Agriculture Minister S Niranjan Reddy announced on Saturday, July 17, 2021, that the Telangana government aimed to cultivate oil palms in 20 lakh acres across Telangana over the next four years. To encourage farmers to cultivate the crop, the government would provide them Rs 36,000 per acre subsidy, enable the digging of pits in their farms under the NREGS, sanction micro-irrigation drip systems and assist them in securing loans from banks.

Addressing farmers virtually on Mana TV transmitted via T-SAT during a programme on ‘Oil Palm Cultivation Extension in Telangana’, he said that the decision was taken by Chief Minister K Chandrashekar Rao to meet the shortfall in the country’s oil production, which is resulting in the import of palm oil amounting to 70,000 tonnes.

The government also wished to offer a profitable alternative to paddy cultivation in the near future, he said. Pointing out that there was a need to grow oil palms in 80 lakh acres across the country, he said that presently it was being done only in 8 lakh acres. Observing that a tonne of oil palm yield was fetching `19,000 and that 15-20 tonne yield could be obtained per acre, he said that researchers had suggested that oil palms grown in the State were high in oil content.

This was decided at the cabinet meeting on Wednesday. According to the CMO, a delegation of ministers and legislators would visit Malaysia, Thailand and Indonesia to study the farming techniques adopted in the cultivation of the oil seeds.

The government proposes to promote oil palm farming in 20 lakh acres for 2022-23. The cabinet also approved providing Rs 26,000 subsidy per acre in the first year of the farming and Rs 5,000 each for second and third years. The main objective of extending subsidies to the farmers is to attract farmers to shift to oil palm cultivation. To ensure the availability of the oil palm plants at the village level, the government decided to set up palm nurseries in coordination with the Forest Development Corporation, Panchayat Raj and Rural Development departments.

All the industrial incentives would also be extended to those who set up oil palm processing units in the State. The guidelines prescribed under the Telangana State Industrial Development and Entrepreneur Advancement and Telangana Food Processing Zones would be applied to the oil palm industry.
